I keep setting the Board time to Pacific time, but after a while, it reverts to GMT. What am I doing wrong? Why does the board time keep changing back?

Is it set to the server time? Or, is it my profile (even as admin)? When I log in as a user/member, on another PC, I can set the local time in my profile. Does it work the same way?

Well user profiles localize time. If pretty sure the "host setting" should create an "offset" for the site as far as global time is concerned. For example, if your hosting server is physically located in New York, but you set the board to "London (GMT)", the offset should be "GMT -5".

The only thing I can think of that would cause the time to revert to GMT would be someone else changing it, or someone changing the server time.
