Does forum support language localization?

Yes it does. Users can select which language to display, prviding the language pack is present. Several are installed by default and several users have posted language XML files here. Just search for them.

You can also set the forums default language in the admin section.

Great, and if I want to localize to new language what changes are needed beside creating new xml file (and storing xml to languages folder) to make new lang selectable in admin dropdown ?

Nothing thats it. just create the xml file.
