I believe I found a bug while trying to test new user registration due to the emails getting blocked by Google's mail service. The email to confirm the user's email address failed to reach the inbox. I went to the admin panel to delete the user and try again, but my first/admin user is still the only user in the list. Therefore, an admin is unable to delete a user and unlock the user name.

If the user is not approved then it wont be shown under Admin > Users and Roles > Users. Instead you find these users under Admin > Admin Index > Unverified Users
